Egyptian Garment Manufacturers: QIZ Access to the US and EU Sourcing
Egypt's apparel exports reached $2.14bn in January–July 2026, with the US the top market. How QIZ duty-free access, the EU agreement and genuine Egyptian cotton work for buyers.

For brands and importers looking at Egyptian garment manufacturers, 2026 is shaping up as a record year. Ready-made garment exports reached $2.139 billion in January–July 2026, up 14%, and the United States became the largest single market with $841m, about 39% of the total5. Two trade arrangements explain much of that pull: the Qualifying Industrial Zones (QIZ) protocol for the US and the EU-Egypt Association Agreement. This guide explains how both work, what "Egyptian cotton" should mean on a label, and how to source responsibly.
Egypt's apparel exports at a glance
National data put ready-made garment exports at $3.394bn in 2025 and textiles at a further $1.167bn3. By November 2025 apparel exports had already passed $3bn for the first time, up 22%. The Apparel Export Council said capacity expansion in existing factories drove most of the growth, as new foreign investments were still being prepared8.

Within Europe, Spain grew 86%, the UK 69% and Germany 37% in the first seven months of 20265. Egyptian-owned companies generated 62.5% of exports and foreign-invested firms 37.5%. The number of Egyptian exporting companies rose to 749 from 7225.
How QIZ duty-free access to the US works
The QIZ protocol is the main reason US buyers source from Egypt. Egypt signed the agreement in December 20041. According to the US International Trade Administration, Egyptian products made in a designated zone with 10.5% Israeli inputs may enter the United States duty free1.
The key points for buyers:
- Designated zones only. The factory must be in an approved QIZ area and registered with the Egyptian QIZ unit.
- The 10.5% Israeli input rule. This is the share of Israeli content the product must contain to qualify1. Talks are under way on a sliding scale of 5–8%, with preliminary approval reported, but the 10.5% rule still applied when this was reported in February 20262. Check the current rule before you plan a costing around a lower figure.
- Size of the programme. QIZ exports were $1.33bn in 2025, up 12% from $1.19bn in 2024, and the 2026 target is $2bn2. The number of active QIZ companies has fallen from about 700 at launch to between 150 and 2002.
- Products. QIZ shipments are mainly garments and textiles1. Plans to extend the scheme to glassware and sports footwear have been announced2.
What about US tariffs?
The ITA notes that, from April 2025, QIZ exports became subject to the US reciprocal tariffs announced by the White House1. US tariff policy has changed several times since then. Before you set prices, ask your customs broker how the current US tariff applies to your HS code and to QIZ-qualified goods. Do not rely on a "duty free" quote that is more than a few months old.
EU access under the Association Agreement
For European buyers the picture is simpler. The EU-Egypt Association Agreement has been in force since 2004 and removes tariffs on industrial products, which include garments6. Egypt is part of the pan-Euro-Mediterranean rules of origin system, which it joined in October 2013. This allows diagonal cumulation: inputs from other countries in the system can count as originating6. In practice, fabric from another country in the system can still qualify for duty-free entry when it is made into garments in Egypt, provided the rules of origin are met and the right proof of origin is issued.
The EU was Egypt's largest export destination in 2025, taking 27.7% of its exports6.
"Egyptian cotton": what to check
Egyptian extra-long-staple cotton is a premium fibre, and that makes it a target for false claims. The Cotton Egypt Association licenses a trademarked logo that may only be used on products made from 100% genuine Egyptian cotton7. It uses DNA testing to measure how much real Egyptian cotton a finished product contains, together with audits and traceability checks7. It has also named and suspended licensees caught blending the fibre with cheaper cotton7.
If your product will carry an "Egyptian cotton" claim:
- Ask the mill or garment maker whether it holds a current licence for the logo.
- Get a traceability chain from yarn to finished goods, with lot numbers.
- Budget for an independent fibre test on the first production lot.
Sourcing checklist for buyers
- Decide the route first: a QIZ factory for US duty savings, or any certified factory for the EU.
- Audit social and environmental compliance to the standard your brand requires, and ask for recent third-party audit reports.
- Agree a costing basis (FOB Egyptian port is common) and confirm who pays for fabric and trims.
- Run a pre-production sample and a pre-shipment inspection for the first order.
- Plan lead times around fabric source. Imported fabric adds weeks to the schedule.
- Keep the origin paperwork tidy. For QIZ goods, keep records of the Israeli inputs used; for the EU, keep fabric invoices and supplier declarations. Customs in both markets can ask for proof after the goods have entered.
- Start with a trial order in one or two styles before moving a full programme, so you can test quality, communication and on-time delivery.
