If you are weighing whether to invest in Egypt, start with one fact: according to UNCTAD's World Investment Report 2026, Egypt was the largest recipient of foreign direct investment in Africa for the fourth consecutive year, with $15.45 billion of inflows in 20251. That was down from a revised $46.6 billion in 2024, which had been inflated by the one-off Ras El-Hekma deal, but underlying investment rose by roughly 25%1. Domestic momentum is also visible: about 26,500 new companies were established in the first half of 2026, nearly 20% more than a year earlier2.

Why Egypt: market, location and trade access
Three structural advantages explain most investment decisions in Egypt.
- A large home market. Egypt's population exceeds 118 million8, giving a factory a sizeable domestic base before it exports.
- Preferential trade access. Egypt's EU Association Agreement, in force since June 2004, gives Egyptian industrial products duty-free access to the EU, and Egypt is also a member of COMESA, the Greater Arab Free Trade Area and the African Continental Free Trade Area, with further agreements covering EFTA, Türkiye and Mercosur9.
- Location on the Suez Canal. The Suez Canal Economic Zone handled 108.7 million tons of cargo in FY2025/267, placing manufacturers close to the main Asia–Europe shipping lane.
The U.S. International Trade Administration also notes macroeconomic strain between 2022 and early 2024, a weaker pound and high inflation8. These are real risks: model currency exposure and pricing carefully, especially if you will sell locally.
The incentive framework under Investment Law 72/2017
Investment Law No. 72 of 2017 replaced the 1997 framework and organises incentives into three tiers3.

Investor protections and staffing
The law guarantees fair and equal treatment for Egyptian and foreign investors and protects against nationalisation without fair compensation3. Projects may employ up to 10% foreign staff, which can rise to 20% when qualified Egyptian workers are not available3.
Practical tip: incentives depend on the project's activity, location and the date of incorporation. Confirm eligibility in writing with GAFI before you build it into your financial model.
The Golden License: one approval for strategic projects
The Golden License is provided for in Article 20 of Investment Law No. 72 of 2017 and Articles 42 and 43 of its Executive Regulations5. GAFI describes it as a single, comprehensive approval for setting up, operating and managing a project, including building permits and land allocation, which is effective without further procedures5.
It is aimed at strategic or national projects that support the state's development plan, and at public–private partnerships in utilities, infrastructure, energy, transport, ports and telecommunications5. GAFI's guidebook lists criteria such as:
- exporting at least 50% of output;
- reaching 50% local components;
- bringing in foreign financing;
- operating in less developed areas;
- transferring technology, reducing imports or creating jobs5.

Choosing a regime: inland, free zone or SCZone
The law provides for inland investment, investment zones, technological zones and free zones3. For manufacturers, the decision usually comes down to three options.

Free zones
Egypt operates nine public free zones, including Alexandria, Cairo, Port Said, Suez, Ismailia, Damietta, Shebin El Kom, the Media Production City and Qena4. Capital assets and production inputs are exempt from customs duties and VAT, and projects deal with a single free-zone administration4. By mid-2026, 1,262 free-zone projects were operating with $39.2 billion in investment costs and around 253,000 jobs2.
Suez Canal Economic Zone
SCZone contracted 117 new projects worth $7.26 billion in FY2025/26, with 73,500 expected direct jobs7. Land is leased with usufruct rights of up to 50 years, renewable, and foreign staff are capped at 10% unless the board grants an exception6. A practical checklist before you invest
- Define your market mix. Export-heavy projects often favour free zones or SCZone; local-market projects often favour inland status.
- Map your inputs. If most raw materials are imported, customs treatment matters more than headline tax rates.
- Check sector rules. Some activities need extra licences or approvals; free zones exclude a few activities such as weapons and alcoholic drinks4.
- Model the currency. Price risk in both pounds and dollars8.
- Verify incentives in writing with GAFI or SCZone before signing land or equipment contracts.
